How useful is a ChromeOS? Can you use it yet to develop either ChromeOS apps Chromium itself? Can you use it develop Android apps or Android itself?

ChromeOS apps are just web apps. There are web-based IDEs which work in Chrome that can be used to develop web apps. So, ChromeOS can be used to develop ChromeOS apps.
